Mandatory Open Disclosure Must Not Create a Culture of Fear

Minister for Health, Stephen Donnelly told the Oireachtas Health Committee today that the legislation which will require mandatory open disclosure of serious patient safety incidents must not create a culture of fear among staff.

The Patient Safety (Notifiable Patient Safety Incidents) Bill 2019 goes to Dáil Committee Stage tomorrow and sets out the circumstances where mandatory open disclosure must take place.  It also extends HIQA’s remit to private hospitals and contains provisions supporting the conduct of clinical audit in the health service.
